I understand that EPUBOR is working on a fix for the problem of " newly released kindle books cannot be downloaded with the kindle for pc 2.4.0.".
How will I know if and when this problem has been fixed?

Please just download the kindle books via kindle for pc2.7.1 and remove drm with EPubor Ultimate. Here is the detailed:
